If Every user can see the settings menu then it will difficult to restrict a user why because user can do many stuff easily as an example
install not needed module, assign rights and many stuff ....
To get solution,We developed a module which will hide a settings menu based on given user access right In Odoo.
Features :
Hide a setting menu in Odoo
Give a "Hide module" rights to any users
Login with user and check "Setting"
